OUI 00005E is assigned to the IANA. Have they given permission to assign
these addresses locally?
No.
The proper address space to use is anything with bit 1 of the first
octet set to 1 (i.e. x[26ae]:xx:xx:xx:xx:xx), thats reserved for local use by IEEE.
